Independent Candidate Platform

The foundation for a healthy community is its economy.  Profitable businesses drive an economy when energy costs are affordable.  As your representative in the 36th Legislature of the U.S. Virgin Islands, I aim to drive sustainable economic development across our islands by ensuring reasonable energy costs.

I am committed to crafting policies that empower small businesses and revitalize tourism products.  By attracting investment in local infrastructure and holding our agencies accountable for providing efficient services, we can create meaningful job opportunities and strengthen our economy.

Our future thrives on the foundation of a robust education system.  Investing in our children's education system ensures a sustainable future for all.

​Drawing on my extensive experience as a Governor's Chief of Staff and a member of the Economic Development Authority board of governors, I will work tirelessly to enhance the efficiency of our public safety and health services.  I am dedicated to ensuring that our hospitals are fully resourced and equipped to meet the needs of our community. ​

​Finally, I will collaborate with my colleagues to support the Virgin Islands Police Department (VIPD) and the Virgin Islands Fire Emergency Medical Services (VIFEMS) in maintaining efficient emergency response services and ensuring the safety and well-being of all residents.

Why I Chose to Run as an Independent 

I have chosen to run as an independent candidate for the Legislature of the Virgin Islands because I believe legislative decisions should be guided by the merits of each issue rather than by formal party alignment.

Throughout my career in public service—including roles in government, education, and the military—I have worked alongside people from many different political perspectives. Those experiences taught me the value of evaluating policies based on their real impact on the community rather than on partisan considerations.

Running as an independent allows me to approach legislation without formal party affiliation. In practice, that means I can work with colleagues across the political spectrum and consider proposals on a case-by-case basis, focusing on what best serves the people of the Virgin Islands.

My campaign emphasizes transparency, public accountability, and open dialogue with residents about the challenges facing our territory and the solutions needed to move the Virgin Islands forward.

Affordable Housing

In the VI the cost of living is high, our college graduates are reluctant to accept job offers if they cannot find affordable housing here at home. This can make it difficult for businesses to attract the talent they need, especially for lower- and middle-income positions.

                      Public Safety

Public safety is not an abstract concept.  It is the quiet confidence a mother feels when her child walks home from school. It is the certainty that a business owner has when locking up at night.  It is expected that law and order are not slogans but living realities in our neighborhoods.

Across our Territory, we face a hard truth: we ask too much of too few.  Our police officers are stretched thin, burdened by overtime, limited resources, and increasing complexity in the challenges they confront.  Recruitment struggles and retention gaps are not merely administrative problems — they are community problems.  When we cannot attract and keep qualified officers, every neighborhood feels the strain.  This initiative begins with a simple premise: if we want excellence in public safety, we must invest in the people who deliver it

INCLUSION

As I travel in our community I see the need for a more inclusive and supportive environment for the Hispanic and Haitian communities, empowering them to thrive as an integral part of the Virgin Islands’ social and economic fabric will only expand our financial reach.  this can be done by:

  • Language Access and Cultural Sensitivity: Ensuring that government services, healthcare, and education are available in both English and Spanish can significantly improve access for Hispanic and Haitian residents. Culturally sensitive resources, including bilingual information and support staff, can help bridge communication gaps and deliver better service.

  • Education and Workforce Training: Expanding bilingual education programs and providing job training initiatives tailored to the skills and needs of the Hispanic and Haitian communities can enhance employment opportunities. 

  • Health and Social Services: Increasing healthcare access by providing translation services, culturally competent healthcare professionals, and outreach programs can encourage Hispanic and Haitian residents to seek medical support. Additionally, partnering with community organizations to address specific health needs or offer wellness workshops can improve health outcomes.

  • Small Business Support: Supporting Hispanic and Haitian entrepreneurs with support, networking opportunities, and access to business grants or micro-loans can foster economic growth. Providing mentorship programs and hosting bilingual workshops on business management and financial literacy are also valuable.

  • Community Engagement and Representation: Including Hispanic and Haitian representatives in local government, advisory boards, and community planning ensures that their community’s perspectives and needs are considered in decision-making. Celebrating multicultural heritage through events and public spaces can also foster pride and strengthen community bonds.

  • Legal Support and Rights Education: Many in the Hispanic and Haitian communities may benefit from legal assistance related to employment rights, housing, and immigration. Programs that offer free or affordable legal services and educate residents on their rights can help ensure fair treatment and protection under the law.

​Support Our Cause

Eugene Farrell’s campaign funds will support key initiatives such as community outreach events, media and advertising efforts to enhance visibility, operational expenses, and campaign materials. These funds will also be directed towards voter engagement activities, ensuring that the campaign effectively reaches and connects with the people of St. Thomas and St. John.
