His life has been shaped by service, service to country, service to community, service to young people, and service to the Virgin Islands. He believes in showing up, listening carefully, speaking honestly, and doing the work even when no one is watching.
Leadership and Advocacy
Eugene sees himself first and foremost as a representative of the people. He understands that elected office belongs to the citizens, not the person holding the seat. To him, a representative must listen before speaking, serve before seeking credit, and remain accountable to the people every day, not only during campaign season.
About Eugene
Eugene D. Farrell’s life has been shaped by service, discipline, faith, family, and a deep commitment to the people of the Virgin Islands.
Born and raised on St. Thomas, Eugene grew up in Savan and later in the Kirwan Terrace/Lindberg Bay communities. Like many Virgin Islanders, he learned early the value of hard work, responsibility, perseverance, and respect. He attended Nisky, Kirwan Terrace, and Saints Peter and Paul School, where the foundation for a lifetime of service was laid.
After high school, Eugene enlisted in the United States Army. What began as a young man’s decision to serve his country became a leadership career spanning more than 30 years. He served on active duty, continued his career in the Virgin Islands National Guard, and rose to the rank of Command Sergeant Major, the highest enlisted rank in the United States Army.
But Eugene’s service did not stop with the military. He also served the people of the Virgin Islands in public safety, emergency management, education, and government leadership. He worked in the Virgin Islands Fire Service, served as Fire Service Director Designee, Senior Policy Advisor for Justice, Law Enforcement, Security, and Emergency Operations, and later as Chief of Staff during the Mapp-Potter Administration.
During one of the most difficult periods in modern Virgin Islands history, Hurricanes Irma and Maria, Eugene helped support emergency response, recovery operations, and government coordination. That experience strengthened his belief that leadership is not about titles. It is about preparation, accountability, calm under pressure, and service when people need it most.
Eugene later returned to another calling: education. At Saints Peter and Paul School, his alma mater, he taught, coached, mentored, and guided young people in academics, athletics, leadership development, moot court, and entrepreneurship. For Eugene, investing in young people is not just an education issue. It is a public safety issue, an economic issue, and a moral responsibility.
Today, Eugene Farrell is running for the Legislature because he believes the Virgin Islands needs leadership that is honest, experienced, and independent. He is prepared to do the work. His priorities include public safety, education, health care, reliable utilities, economic development, veterans’ services, youth opportunity, and stronger government accountability.
As an independent candidate, Eugene answers to the people, not the party leadership, political machines, or special interests. His commitment is simple: listen to the people, study the issues, ask the hard questions, follow the money, and fight for solutions that improve the quality of life for Virgin Islanders.

Government & Legislative Experience
From serving as Chief of Staff during the Mapp-Potter Administration to his current work in the Legislature, Eugene understands how government works from the inside. He knows how budgets, policy, legislation, oversight, and agency accountability must come together to deliver results for the people.
Military Leadership

Public Safety & Emergency Operation
Eugene served in the Virgin Islands Fire Service and later helped guide public safety, law enforcement, security, and emergency operations at the highest levels of government. He understands that safe communities require planning, coordination, training, and strong leadership before a crisis occurs.
Education & Youth Development
As an educator, coach, mentor, and former ROTC instructor, Eugene has worked directly with young people in the classroom, on the court, and through leadership development. He believes education is one of the strongest tools for building safer communities, stronger families, and a better Virgin Islands.
Community Violence Prevention
As the creator and first program director of the Virgin Islands National Network for Safe Communities Strategy, Eugene helped advance a focused approach to reducing violence by bringing law enforcement, community leaders, service providers, and families together around prevention, accountability, and intervention
Economic Development Leadership
As a member of the U.S. Virgin Islands Economic Development Authority Board of Directors, I helped guide policies and programs focused on sustainable growth, job creation, local business development, and responsible investment. My work included supporting strategic planning, strengthening public-private partnerships, and promoting transparency, accountability, and measurable results for the territory’s economic future
EDUCATION
My education has strengthened my ability to lead, manage, and solve problems in public service. I earned a Master’s degree in Public Administration, a Bachelor’s degree in Business Administration with a concentration in Marketing, and an Associate of Arts degree in Management from the University of the Virgin Islands. Together, these degrees provided a foundation in public policy, government operations, business management, strategic planning, leadership, communication, and organizational decision-making

Empowering Communities
Community involvement is critical to meeting the needs of a community because “they know what they need!” Empowering citizens to have a direct say in legislative processes and decision-making helps them understand the legislative process, government operations, and civic responsibilities, leading to a more informed electorate. This empowerment is transformative. Eugene D. Farrell prioritizes creating avenues for citizen influence through regular public consultations, town hall meetings, and inclusive forums.
